Professor Yin Cheong CHENG is Vice-President (Research and Development) and Chair Professor of Leadership and Change, The Hong Kong Institute of Education. He is the President of the World Educational Research Association (WERA)(2012-2014) and the past-President (2004-2008) of the Asia-Pacific Educational Research Association (APERA). He had served as a full member of the University Grants Committee, a panel member of Research Grants Council, and a member of the Quality Education Fund Steering Committee of the Hong Kong SAR Government. He is also the chairman of the Tin Ka Ping Foundation’s advisory board and was a panel advisor to the Bill & Melinda Gates Foundation.

Prof. Cheng holds a doctorate from Harvard University. He has had extensive experiences in both education and research as a teacher, vice-principal, consultant, and researcher. He has undertaken a number of research projects on education effectiveness, leadership development, paradigm shift, teacher education, education quality, and school management reform with the support of Competitive Earmarked Research Grants from the Research Grants Council. Prof. Cheng has published 20 academic books and over 200 book chapters and journal articles in Australia, Hong Kong, Korea, Mainland, Netherlands, Germany, Slovenia, Israel, Taiwan, Thailand, USA, and UK. Prof. Cheng’s research has won him a number of international awards and recognition including the Awards for Excellence from the Literati Network in UK in 1994, 1996-98, 2001, 2004-2005 and 2008. In these few years, Prof. Cheng has also been invited to give over 100 keynote/plenary presentations by national and international organizations such as APEC, UNESCO, UNICEF, ICER, ICSEI (Australia, Hong Kong, Canada, & China) and many others.
